Dr. Ishiyaku Musa Mohammed is the Permanent Secretary, Service Policies and Strategies Office (SPSO), Office of the Head of the Civil Service of the Federation (OHCSF), Nigeria. Appointed by President Bola Ahmed Tinubu, GCFR in August 2025, he brings over two decades of distinguished public service spanning veterinary medicine, agriculture, environmental governance, and public sector management.
Before his elevation to Permanent Secretary, Dr. Ishiyaku rose through the ranks of the Federal Civil Service, serving as Chief Veterinary Officer/Director, Federal Ministry of Livestock Development, where he coordinated the Sanitary Mandate and Climate Change portfolio and led the National Anthrax Control Programme. He earlier served as Senior Technical Assistant to the Minister of Environment, steering Nigeria’s first and second sovereign green bonds, and as Special Adviser to the Gombe State Governor on Budget, Planning and Development Partner Coordination, leading the formulation of the State’s 10-Year Development Plan.
A defining highlight of his career was heading the Conditional Grants Scheme under the Office of the Senior Special Assistant to the President on the MDGs, coordinating the largest sub-national scale-up of the Millennium Development Goals globally, and expanding access to healthcare and water to over 20 million Nigerians.
A veterinarian by training, Dr. Ishiyaku holds a Doctor of Veterinary Medicine and an MSc in Veterinary Public Health and Preventive Medicine, both from Ahmadu Bello University, Zaria. He is a Fellow of the African Leadership Initiative West Africa, an affiliate of the Aspen Global Leadership Network.
Dr. Ishiyaku is married with children.
